Born about 1852 in Mosside, Country Antrim, migrated to Queensland Australia in 1876. He stated that his father was William Feeney (1830-1897) flax dresser, and his mother Margaret Smith. He married Wilhelmina Staatz.

Subsequent research has established that his mother was actually Martha McMaster (1827-1908) whose maiden name was Smith. William and Martha were married in Macosquin Presbyterian Church, Derry, in 1850. They had numerous children in Mosside before moving to Port Glasgow in the late 1870s early 1880s. Martha's parents were Archibald McMaster (1790-1868) and Elizabeth Smith (1796-1879) both from Camus, Macosquin.

William had already left for Australia before they migrated to Port Glasgow.
