Would like to know if there are any public records for the Herdman family 1700’s and earlier?

It would be helpful if you could tell us a bit more about your Herdman family. Looking at the 1901 census, there were 186 people named Herdman in Ireland, 66 lived in Co Down, nearly all were Presbyterian or Church of Ireland. Without knowing where your family lived, it will be hard to trace them. There’s a few Herdman/Herman families on this Co Down site:
