Welcome to Ireland Reaching Out!
There were no Martin Flannery civil birth records in the Ballina area from 1864-1876. I checked the free site www.irishgenealogy.ie
The closest record was in 1873 and below is the baptismal record from the subscription site Roots Ireland.
Do you know the parents names for your Martin J. Flannery?

I believe I found a record of his birth. It had the right date. He was born to Patrick Flannery and Ann Heating Flannery. He was born in a Barracks in Clommel. I’m not sure if the place is spelled correctly. It is hard to read. Would you be able to get more information on Patrick and Ann?
Martin has two sisters: Catherine and Mary and two brothers: Thomas and Anthony. If you could get information on them. I believe they were born after 1874.

Ann Keating. They were married in 1865 in Waterford. See below
You indicate that Martin had four siblings: Catherine, Mary, Thomas and Anthony. However, when I search the subscription site Roots Ireland, I see four different names for siblings: Ann 1870 Patrick 1872 Michael 1875 Edward Dominic 1878 So there is a disconnect somewhere.

JK have you considered that the children you named may have been born outside Ireland when their father was stationed elsewhere? I was unable to find a birth registration for Anthony with those parents 1864-1890 in Ireland
Patrick Flannery was sergeant major of ........ when he was at Clonmel barracks in 1874.
What is your source for Martin's birthplace as Ballina?

I have given you the wrong Parents . I found other information on another site. This may help you find a birth certificate. His parents names are Thomas Flannery and Bridget Kilgallon. I would appreciate any information you can give me on his parents and if you can find one a birth certificate and if possible a baptismal certificate. The birth date I gave you for Martin was correct - 05 November 1874. Thank you

I was thinking that this Martin Flannery with parents Thomas Flannery and Bridget Kilgallon was much more likely as a match, as Ballina is mentioned in his records - I believe that the Martin Flanery born in Clonmel probably ended up in Yorkshire, England.
Martin married Anne Lydon at Onondaga, New York in 1912, and the record gives the parent names you mentioned.
There's an entry for him on the U.S., Social Security Applications Index which gives his date of birth as 13th December 1876 and place of birth as Ballina [Co.] Mayo, along with the matching parents names.
There's no sign of a record for Martin with these parents that I can see in Civil Birth or Catholic Baptism records, but I did locate a baptism of a brother Mich. Flanery 22nd September 1872 in Kilgarvan RC parish (3rd entry on the page). Kilgarvan parish is located immediately east of Ballina/Killmoremoy.

I found a number of Martin's sibling but not the record for Martin.:James and Mary (twins), Catherine, Anthony and John. Thse records were on the subscription site Roots Ireland. There records were transcribed as Flannelly which explains why Shane and I were unable to find the records.

I located a 1911 census record in the townland of Carrowcastle whihc is likely your ancestors. The surname was shown as Flannery.
http://www.census.nationalarchives.ie/pages/1911/Mayo/Sallymount/Carrowcastle/701249/
I went back to the 1901 census and found a likely record for the family in Carrowcastle http://www.census.nationalarchives.ie/pages/1901/Mayo/Sallymount/Carrowcastle/1573329/
The only problem is that the family had a six year old son Martin. Wrong family or was this child actually a grandson or nephew??

I think the 1911 census may be my relatives. I do know Martin had a brother Anthony and I thought Thomas but it may have been John. He also had two sisters Catherine and Mary. The 1901 census could be cousins but I’m not sure.
Do you have any information on Anthony and John?

JK:
I think this is Anthony's marriage record from 1916 https://civilrecords.irishgenealogy.ie/churchrecords/images/marriage_returns/marriages_1917/09755/5540406.pdf Note his wife Catherine Crean was from Bofield. I did not see a good lead for John.
