Dungarvan is about two and a half hours by car from Dublin , I actually live in Dublin and am not familiar with the area although I believe it is a lovely coastal town. There is a local publication which you might be interested in contacting in relation to tracing relatives  Dungarvan Leader   https://www.dungarvanleader.com  other than that call into the local pubs /library . Before you travel , you should fill out a meet and greet form https://www.irelandxo.com/meet-and-greet and if a volunteer is available then they may be able to assist you.  I hope you have a lovely visit and find the connections you are seeking.

In the past I've tried to find Cornelius' birth certificate to (maybe ) apply for Irish citizenship.

I have twice sent some amount of money to a website that claimed to be a place to get it- but was never successful.

Can you tell me a good way/place to inquire about getting a copy of his birth certificate so I could apply for citizenship?

You can order a copy of a birth certificate online from the Health Service Executive  (HSE), you will need the long form copy, the birth cert for Cornelius born 24th January 1887 is the first cert posted above,

Information you need to provide

To order a birth certificate for any registered birth, you need to provide:

• full birth name on the certificate
• date of birth
• place of birth
• gender
• mother's full birth name
• father's full name, if recorded

Fees

A birth certificate costs:

• €20 for a full standard birth certificate
• €5 for an uncertified copy
• €10 to have a certificate authenticated - available from the General Register Office - gov.ie

A copy is free for social welfare purposes or registering for a public services card. You need a letter from the Department of Social Protection to get a free copy.

Postage costs:

• €2 for each order in Ireland
• €3 for each order outside of Ireland

Do not deal with third party sites offering birth certs as they may not be legal or compliant and you may lose your money. Contact the HSE online and they will guide you, it costs about 20euro for a certificate and it will be a true copy of the entry in the register. The phone number is above.
