I am seeking Baptism or Birth record of Samuel Wiggins born 1747 or 1748 in or about Clones, Ireland. His father James Wiggins along with brother Willm Wiggins were baptise on January 23, 1723 in Clones, Monaghan, Ireland, their father was John Wiggins and mother was Jane Wiggins. But I am asking at all points for this information. I am Samuel's direct descendant, his 5th removed granddaughter and I would like to have him honored by the Daughter of the American Revolution as one of the soldiers that fought for independence from Engalnd in 1775 to 1783.

Because your target persons date is pre 1864, you will need to locate the parish church record for the event. Do you know what religious preference the family was? There were many different religious structures within Ireland.
If Presbyterian: http://www.presbyterianhistoryireland.com/index.php?id=39 should be able to help direct you to the access point for your person.
If Catholic: http://www.nli.ie/en/parish-register.aspx gives lists of the various parish registers and should be able to direct you on how to access the record.
If Church of Ireland: the site Irishtimes.com http://www.irishtimes.com/ancestor/browse/records/church/ireland/index.htm gives an excellent overview of where to locate records.

This site might also be helpful to you http://www.ulsterancestry.com/ua-free_MarriageLicenceBonds.html and gives the complexity in overlap of different recording authorities. You do not say if he was married in Ireland or not, but the Wiggins name shows here. Just remember the locality parish is often times different from the church parish and in turn can be different from the diocese completely, what with changing recording structures and boundaries.
