Dear Andrew
Welcome to Ireland Reaching Out and thank you for your query.
The Civil Parish of Cashel is located as you say, in Co. Longford. I have provided a link below showing where it is situated in the county and its location in relation to other parishes.

The Church of Ireland records for Cashel are listed as ?lost? and the Roman Catholic records for the Parish of Cashel (Newtowncashel) begin in 1866. As this is the case, it would be a good idea for you to search www.familysearch.org or www.rootsireland.ie (the latter is a subscription site) for the RC records for your ancestor. The marriages for the RC parish begin a little earlier than the baptism records, in 1830. There are also some death records available. As your ancestor was born prior to civil registration in 1864 there will be no civil birth record, but it would be a good idea to search the above listed sites for both a church AND civil record, as the birth year information you have may not be accurate, given the inability of people during that time to read or write. If you are lucky enough to find a birth record, then his parent?s names should be listed.
Using any townland information you get from the above searches, you could take a look at the 1901 Census of the basis that an older Geraghty is recorded; that is, Joseph?s father or indeed mother.

I wish you luck with your search and Happy St. Patrick?s Day
