As Philip and his sister were born after 1864 they would be civil records

That will give their townland and then you can search for themin the 1901 census http://census.nationalarchives.ie/
A message in that parish would then get youin touch with the local people who can help
There is a record for a Philip baptised in Renvyle in1865 but as I presume you saw this and discounted it the civil records would prove your best route forward
