What sort of problems are you encountering? You should be able to get a passport as long as you provide the required documentation to prove the relationship.

You have to complete an application for a Foreign born birth registration before you can get an Irish passport. The process is complicated since you have to show through civil documents your connection to your Irish born grandparent. The other issue is that there is currently a two year delay in processing requests for foreign birth registration. These two links provide background.
